If you are searching for a Condo right now, make sure you read this article; Condo buyers frustrated in hunt for FHA mortgages.  These days the federal housing administration is being just as strict in the judgement of the building’s financial history as the borrower’s.  The number of rejected buildings is adding up.  This can be due to bad paperwork and bad balance sheets as lots of condo associations are struggling with rentals, short sales, and foreclosures.

“It’s a critical year for buildings,” said David Hartwell, a Chicago attorney who represents condo and homeowner associations. “This is a whole new world that we live in now. I see more rejections than acceptances, and the reasons I see clients rejected aren’t quickly curable.”

There has been an issue for years about condo owners who have to pay private trash collectors.  Philadelphia’s trash collectors aren’t capable of picking up all the trash produced at a lot of high rise buildings in one pickup.

Yesterday the Pennsylvania Supreme Court approved a rebate that mandates trash pickups for all condo units.  This bill will give a $200 per year per unit tax credit to those residents who pay for separate trash pick up fees.

Society Hill Towers resident Marsha Bacal says she’s been fighting 10 years to end the inequity between condo owners and other homeowners in Philadelphia.

“The concept of homeowner seems to be a problem here, because we are vertical we considered second class,” said Bacal. “We are not homeowners in the same light as those who live on a horizontal basis.” -newsworks.org

If this is implemented, Philadelphia would lose upwards of $6 million a year for giving out these credits.

Philly.com has another good article about the developments happening on North Broad Street, starting with the loft conversion by Eric Blumenfeld at 640 N. Broad St. Philadelphia, PA 19123.

“They thought I was hallucinating,” Blumenfeld recalled. Their view of North Broad: “An empty, godforsaken corridor.”

Seven years later, Blumenfeld has leased all 265 apartments at Lofts 640, and his company – EB Realty – is finishing work on a major conversion of two buildings just across the street.

Most of the action on Broad St. in Center City has been happening south of City Hall ever since the 3.5 mile stretch of S. Broad St. was named the Avenue of the Arts in 1993.  But recently there have been major projects like this one (developments totally around $500 million) opening up in that area.  Here are some of the major projects to look out for:

• The Pennsylvania Ballet – 17.5 million headquarters at Broad and Wood Streets
• Temple University -  $147 million residence hall at Broad and Cecil B. Moore Avenue and a $48 million expansion of the Pearson and McGonigle Halls sports complex.
• Bart Blatstein’s Tower Investments – 2 projects in 400 block of N. Broad St: conversion of a state office building into apartments and a ‘mixed-use’ development for the current headquarters of The Philadelphia Inquirer.

“I used to be here all by myself,” Blumenfeld said. “All of a sudden, the big boys are showing up… I went from moron to genius”"

“North Broad Street is a sleeper,” Blatstein said.

At the groundbreaking for the Pennsylvania Ballet project, Mayor Nutter celebrated the change on North Broad.  Standing in a gutted brick garage that will become a dance studio, Nutter said, “Watch the transformation of North Broad. It’s taking place right before your eyes.”

There is a very thorough section in philly.com about the 2011 Home Price Survey for Philadelphia Real Estate that is worth checking out.  They have analyzed more than 376,000 sales in the Philadelphia region from April 2005 – June 2011.

Here are the top Median Home Prices by Area in Philadelphia:

Median single-family home prices in Philadelphia’s neighborhoods, especially Center City, have fallen 15.8 percent – much less during this downturn in housing than the last one in the late 1980s to mid-1990s – said Kevin Gillen, vice president of Econsult Corp., who collected and analyzed data from 376,257 sales regionwide from April 1, 2005, through June 30, 2011.

But lower-income neighborhoods have suffered more than their upscale counterparts, Gillen said, as the struggling economy has edged out less-well-off buyers.

“The tightening of credit has skewed home sales toward the upper end of the market,” Gillen said. “So when you compute the average price decline for the entire city, versus computing the average price decline across all zips [zip codes] in the city, you get two different numbers.” – Philly.com’s In Center City, home prices holding their own

Check out this Wall Street Journal article Philly Shows Love for Upscale Homes that highlights Philadelphia as an upscale Real Estate market.  It notes the $12.5 million sale at 1706 Rittenhouse that set a record for Philadelphia residential deals.  As a result of this sale, the Rittenhouse Square area has become more and more glamorous according to the article.

Indeed, on a recent afternoon, 1706 Rittenhouse was a picture of luxury. The doorman helped a resident wheel his things into the elevator; the bottom of the cart balanced a fur coat. The parking garage allows residents to park on a platform and exit the car. Vehicles are then automatically slid onto a shelf-like system and automatically parked; it’s a “parking system the Jetson’s would love,” according to a recent headline in the Philadelphia Business Journal.

“What used to be the American dream home in the suburbs,” says developer Tom Scannapieco, “is now a high-end condo in the city.”  -Wall Street Journal

The condominium market in Center City is starting to show signs of recovery according to real estate professionals, condo developers, and quarterly data.  190 condos were sold during the 1st quarter this year which is up from 185 last year and 139 in 2009.  It’s still way off the first quarter from 2008 when 254 condos were sold.

Antonio Atacan of the Atacan Group, which is affiliated with Keller Williams Realty, remains cautious especially in light of the amount of unsold inventory still weighing on the market. “It’s not as bad as other parts of the country, but it’s bad,” Atacan said. The absorption of condos could be stronger but getting financing has proven difficult for many buyers, he said. Some banks are hesitant to make loans if the developer of a condo appears to be on shaky ground or if it’s unknown how many units went rental. “The good news is people have stopped building,” he said.
